Juuls/pod systems/“disposable” ones are, but there are plenty of options that are fully rebuild-able. RTA/RDA on a classic mod for example.
Idk why so many abandoned the classic mods, they are so much cooler, I had one with Bluetooth and LEDs back in the day LMAO.

Yeah i used to smoke refills - it’s so easy and a bottle would last me for months. You can also mix flavors and cola + any fruit (like cola lichee) was my go to!
